Barack Obama has apparently fulfilled his campaign wish of establishing a civilian army along with setting up Universal Healthcare in America.
Details of the civilian army were hidden in the voluminous Obamacare bill, which our Congressmen and Senators voted on but did not read.

SEC. 5210. ESTABLISHING A READY RESERVE CORPS.
Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows:
SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS.
(a) ESTABLISHMENT–
(1) IN GENERAL.–here shall be in the Service a commissioned Regular Corps and a Ready Reserve Corps for service in time of national emergency.
(2) REQUIREMENT.–All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act 2 of 1923, as amended.
(3) APPOINTMENT.– Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with the advice and consent of the Senate.
(4) ACTIVE DUTY.–Commissioned officers of the Ready Reserve Corps shall at all times be subject to call to active duty by the Surgeon General, including active duty for the purpose of training.
(5) WARRANT OFFICERS.–Warrant officers may be appointed to the Service for the purpose of providing support to the health and delivery systems maintained by the Service and any warrant officer appointed to the Service shall be considered for purposes of this Act and title 37, United States Code, to be a commissioned officer within the Commissioned Corps of the Service.
(b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.—Effective on the date of enactment of the Affordable Health Choices Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.[Note here that those personally appointed by BO — without advice and consent of the Senate — automatically become a part of the Regular Corps. Ed.]
(c) PURPOSE AND USE OF READY RESERVE.–
(1) PURPOSE.–The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.
(2) USES.–The Ready Reserve Corps shall–
(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;
(B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;
(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and
(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 399SS) to improve access to health services.
(d) FUNDING.—For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated such sums as may be necessary to the Office of the Surgeon General for each of fiscal years 2010 through 2014. Funds appropriated under this subsection shall be used for recruitment and training of Commissioned Corps Officers.

This refers to the Public Health Service. They have existed for more than 200 years. Most of their function is to provide medical care on Indian reservations and to do medical research at NIH. Originally they provided medical care to the merchant marines. I don’t think this could even be the frame work for the “civilian defense force” that Obama invisioned as equal to the enitre US military. BTW the Public Health Service provided first responder medical teams prior to Katrina making landfall. They were there so early that they almost needed rescuing themselves.
I agree, David, that this is not the final step or anywhere near the totality of what President Obama envisions for his Civilian Army or his “civilian defense force”, but it opens the door and gives him a path, plus funding for it. Between the expansion of this personnel and the massive increases in numbers of IRS agents being hired through another provision within the ObamaCare bill this is or or could be step one… Team Obama is tiptoeing right now hoping to be re-elected. And if he is, that is when the real Obama will surface. They have more than one plan to get to their goals, including a Youth Army

I clicked on the link you supplied to read page 1312 for myself. I’m now confused. There are only 906 pages.
It is Sec. 5210. Establishing a Ready Reserve Corps. The full bill was 2800 pgs, give or take one or two. I will have to take a closer look at this link later, but perhaps it is the formatting.
The 906 pages is the pruned down version of the original without all the exemptions and attachments. What you may find very interesting is that section (D) on page 65 of the 906 page version is very important and we all as fed-up citizens should be screaming from the rooftops but so far, I only seem to be one of a few that even bothered to read it so to protect myself. Section D states “Notwithstanding of any other laws” (meaning no matter what it can’t be changed) that the US government, when the bill is officially enacted, stop all insurance plan coverage existing now and replace it with Obamacare for the members of Congress. Those stupid sign it then read it fools cut their own throats. Then in fear that we may find out, they hurriedly ran to make sure they got an exemption which since it is notwithstanding… is ILLEGAL and they are breaking their own law. As far as I can see there are so many screw-ups within the Obamacare Act (just like most other bills) that it looks like swiss cheese.
How about adding more treason? Valerie Jarrett’s daughter married to son of man who’s company stands to gain the most from Obamacare and both lawyers working for CGI insurance investment company that is one of the main stays within Obamacare… how’s that for some insider trading. And they pointed fingers ar Martha Stewart.
There’s more but people aren’t getting the message and they aren’t putting together the pieces. It isn’t a case of just Obamacare. It is a case of all the various things that most of the awake libertarians and patriots have been screaming from the rooftops that are now being proven to be true but the sheeple just continue eating and chewing their cud as they walk over the cliff.
The time is long past that this person and his illegal (treason or birth) should have been removed from office. He should have never been elected and since he was… he should have been impeached the first week in office when he sent Hillary to China with a bill of sale for our land. Hillary has always been crooked. Obama in bed with the Queen and others. He is even friends with Putin. So just what are they all cooking up behind our backs, or trying to if watchdogs like the patriots weren’t watching them so carefully trying to protect the rest of you that are just starting to catch on. This info has been out there and circulating for more than a month. No real news except to those people who are wearing the mass media blinders and fools.

Not related to Obamacare but a bill in office that people should be made aware of. If people think that Obama and his henchmen and the elite of this world are not out to thin the population just like culling a herd… then they are vastly mistaken. How many of you knew that this bill is sitting in our government and could be dragged out and made into law at any time that they so choose to do so. Don’t count on Congress (either house) to stand up and do anything. They have already shown their true colors. If their color isn’t yellow chickens, then it is as red as the communists that they serve. They are definitely not red, white and blue or this would not have continued on as long as it has. I know you are wondering what I am rambling on about. Here… go read it for yourself on our own (dot) gov site. I would rather not even glimpse it to paste it because it simply scares me to death and makes me want to vomit, But, I sure as hell will share the link.
